Max Payne 2 is a third-person shooter, in which the player assumes the role of Max Payne, but also plays as Mona Sax in a few levels. Initially, the player's weapon is a 9mm pistol. As they progress, players access other weapons including other handguns, shotguns, submachine guns, assault rifles, sniper rifles, and hand-thrown weapons. To move the game along, the player is told what the next objective is through Max's internal monologue, in which Max iterates what his next steps should be.

No development budget was ever disclosed. What is on record instead: Take-Two acquired the Max Payne IP from Remedy and 3D Realms in December 2001 for $10 million in cash plus 970,000 shares, then announced in May 2002 that it would pay up to $8 million in incentive payments for the sequel's development. Sales disappointed badly enough that Take-Two named the game when it revised its 2004 financial forecast downward. No worldwide lifetime figure has been published and the original retail price could not be sourced, so no gross estimate is derived. The game currently lists at $9.99 on Steam.
