No development budget has ever been disclosed by Ubisoft (the documentary Playing Hard describes the game as 'four years in the making'). CRUCIAL CAVEAT: Ubisoft has only ever announced PLAYERS, never lifetime copies sold, and the player total is inflated by repeated free-to-keep giveaways — the Starter Edition was given away on Uplay in June 2018 and on Steam in August 2018, the Standard Edition on the Epic Games Store in August 2019, and the game appeared on Xbox Games with Gold in 2018. The milestone sequence is 15M (October 2018) → 20M (April 2019) → 25M (September 2020) → 35M (March 2024); no 30M or 40M announcement exists. Because 'players' cannot be converted into revenue, no estimated gross is given here. Verified launch-window sales: number-one selling game in the US in February 2017 (NPD), number one in the UK with a 57% PS4 / 43% Xbox One split, over 700,000 digital copies across all platforms in February 2017 and 40,062 copies in Japan's first week. Steam peaked at 216,499 concurrent players in August 2018 — driven entirely by the free Starter Edition giveaway, which took the game from roughly 5,000 concurrents to over 215,000 in two days.
